PSHS-CMC Joins the Global Celebration of National Women's Month 2024

In a dazzling display of unity and empowerment, the halls of the Philippine Science High School - Central Mindanao Campus (PSHS-CMC) are buzzing with excitement as we join the world in celebrating the National Women's Month (NWMC) 2024. It's not just a celebration; it's a commitment to making the world a fairer and more inclusive place.

This year's NWMC theme, "Lipunang Patas sa Bagong Pilipinas; Kakayahan ng Kababaihan, patutunayan!" (A Society Fair in the New Philippines; The Capability of Women, Proven!), sets the stage for some real talk about transforming how our society sees and treats everyone. It's not just words; it's a call to action!

Get ready for a month-long party at PSHS-CMC as we dive into a bunch of cool activities aimed at getting all 975 of us in the groove for gender equality. From what I've heard, it's going to be epic!

2024 National Women’s Month Celebration

The Philippine Science High School - Central Mindanao Campus proudly joins in the 2024 National Women’s Month Celebration.

Under the theme 'Lipunang Patas sa Bagong Pilipinas,' this year's celebration emphasizes the need for a Bagong Pilipinas where women have equal opportunities, free from gender biases and discriminatory stereotypes. With the slogan 'Kakayahan ng Kababaihan, patutunayan!,' the goal is to highlight and unlock the full potential of women and girls, enabling them to actively contribute to and benefit from national growth and development.

One in five Filipino women have experienced sexual violence; this is why this forum is important so that we can bring awareness to this issue and tackle it,    Atty. Ivy Pantaleon said during the Anti-Rape Law Forum on December 1, 2023, at the Philippine Science High School - Central Mindanao Campus (PSHS-CMC) gymnasium.

    “That statistic is in the Philippines alone; the World Health Organization (WHO) stated that in 2022, 30%, almost one in three women worldwide, have experienced some form of intimate partner violence,” Pantaleon said. 

The forum was in line with the 18-Day Campaign to End Violence Against Women and Children and aimed to educate the CMC grade 9 scholars, faculty, staff, and General Services Unit (GSU) personnel on RA 8353 or an act expanding the definition of the crime of rape and reclassifying the same as a crime against persons.

Pantaleon introduced several revisions to the Anti-Rape Law that accommodated charges from persons who were not the victims of the sexual violence such as the families of the victims.

“Before, the crime of rape was considered a crime against chastity.  In 1997, it became a crime against persons.  It was reclassified and now, anyone can file a case of rape instead of just the victim.  Before, victims were ashamed and did not speak up, but with this reclassification, anyone, like the family of the victim, can now be acknowledged in such a situation.”

She concluded her message by providing guidance on the steps that victims of sexual assault should take in the aftermath of the event.

“It’s not expected na mudiretso ka sa pulis, unfortunately,” the speaker said.  “You need to seek counsel from persons whom you can trust - parents, teachers, and  such.”

She said if the victim experiences prejudice from those around them, they should find a temporary shelter where they can process the situation, and then contact authorities when they are ready to do so.

“Keep the evidence safe and intact, because usually, rape happens behind closed doors, so witness testimonies are very rare,” she said.  “The reality is that the authorities are sometimes very difficult to work with if you can’t convince them, so you really need that evidence.”

The 18-day anti-VAWC program, held from November 25 to December 12, is in line with Presidential Proclamation No. 1172, series of 2006, signed by former President Gloria Macapagal-Arroyo, aimed at addressing all forms of violence against women and protecting their rights.

PSHS-CMC GAD Plan and Budget for CY 2024

Campus Director Franklin L. Salisid encouraged PSHS-CMC faculty and staff to exercise prudence and creativity in allocating resources to prioritize the essential needs of the institution during its Annual Operational and Procurement Planning Workshop for FY 2024 and Gender and Development (GAD) Planning and Budgeting for FY 2024.

“Let us strategize to maintain the high-quality education even in the face of budgetary constraints,” Salisid said.

The three-day workshop that ran from September 20 to 22, 2023, at Alona’s Summer Breeze Resort in Panaon, Misamis Occidental, brought together key members of the PSHS-CMC community, including the campus director, division chiefs, unit heads, office heads, and coordinators.

The planning took on exceptional significance as it was held against the backdrop of a substantial budget cut of 300 million pesos from the PSHS system for the fiscal year 2024.

Despite such financial limitations, participants displayed resilience and dedication by engaging in thorough discussions to ensure that critical programs and projects remain supported. The workshops resulted in the identification of key areas, ensuring that the institution's paramount needs remain a priority.

Curriculum Instruction Division (CID) Chief Jay Carl Agbay acknowledged the difficulty of planning under such budget constraints and called for understanding, particularly from the scholars, teachers, and parents, in case changes in the terms and conditions of the school's operations and procurement become necessary.

Women’s Month Celebration 2023

PSHS-CMC is going to march forward in March as it joins the world in observance of the International Women’s Day. This year’s Women’s Month Celebration with the theme “WE for gender equality and inclusive society” which hopes to transcend the need for women empowerment and gender equality. It focuses on the creation of programs through innovation and technology.  

Exciting activities have been in place for this celebration for the 975 constituents of the campus starting today March 1, 2023, specifically, the distribution of IEC materials, Purple Your Icon, and JuanaSays 2023. The introduction of the month-long celebration and Gender Sensitivity and Identity Orientation for the G7 scholars and newly hired employees is done on March 6, 2023 during the Flag Ceremony.

Everything is set for the Purple Wednesdays, livestream viewing on DigitALL: Innovation and Technology on for Gender Equality and ChatGE: Talk about Gender Equality, Kasama All: Inclusivity in Innovation and Technology, Safe in Tech, Innovation, and Cyberspace and Protection and Gender-Fair Treatment of the Girl Child, and lastly for the community outreach activity. The culmination program on March 31 will include varied contests to be participated in by scholars and personnel.

May the award we recently received - our second place, inspire us all to aim higher and work harder to  mainstream gender  in our organization, Campus Director Franklin L. Salisid said to the members of GAD Focal Point System (GFPS) during the three-in-one GAD seminar-workshop on September 16-17, 2022 at the C Resort, Libertad, Misamis Oriental. 

Salisid commended all the GFPS members for a job well done in the previous year that made the campus secure the second place in the Department of Science and Technology (DOST) Gender and Development (GAD) Mainstreaming Award 2022  PSHS Campus Category. 

  “Since we’re the second best, we also need to level up our knowledge of GAD, our targets, and even our awards,” he said. Hence, we are having this three-in-one GAD seminar-workshop that focuses on the deepening of GAD related concepts. Through this capacity building of human resources, we hope to improve our gender mainstreaming and see tangible results. With your expertise, talents, and skills, I believe we can make it to the top; we can achieve it.”

Prior to the start of the main sessions, the GFPS coordinator, Marisa L. Dahan  had a talk first on enhancing GAD Plan and Budget (GPB) to guide the GFPS members especially  the Program and Project Developer and Implementer (PPDI) technical working group who would craft the GPB 2023. 

  Dandie C. Somoson, the GFPS Monitoring, Evaluation, and Documentation (MED) lead also presented the Gender Mainstreaming Evaluation Framework (GMEF) 2021, emphasizing the areas to which the organization has to work on after scoring low to none in some descriptors under policy, people, enabling mechanism, and programs, activities,and projects (PAPS), the four critical entry points to GAD mainstreaming.

Somoson also gave an update on the GAD Accomplishment Report (GAR) 2022 to identify what has already been accomplished so far and what else needs to be done based on the approved GPB 2022. 

The seminar-workshop then followed, putting emphasis on the deepening sessions on generating sex-disaggregated data, conducting gender analysis, and GAD planning and budgeting 2023 with Maria Fe Singson, the resource speaker who is a member of the Philippine Commission on Women (PCW) -  National Gender Resource Pool (NGRP). 

On the second day, Ian Cris Cadile, the GFPS- PPDI lead, presented the proposed GPB 2023, the output of the said technical working group that included the different heads in the respective units. 

While the invited speaker commended the said output, Singson also gave valuable feedback to improve the proposed GPB 2023 which the GFPS members found to be very helpful.
